(male announcer) this is the bay area news station, kron 4 news starts now. >> developing right now -- the california highway patrol is trying to track down the drivers in this video. this is what's called - a freeway sideshow -- cars doing doughnuts, on a busy freeway, right in the middle of the day. that story is ahead. but first tonight -- breaking news out of oakland. an 8-year-old child shot on 65-th avenue, near bancroft. this is video from our helicopter partnership with abc-7 news. -- kron4's reggie kumar is live at police headquarters tonight -- reggie, what do we know? >> reporter: this girl was the unintended target. she was standing on the corner when a vehicle drove off with several individuals inside and opened fire at another vehicle. the girl

was hit in the crossfire. this was a classic drive-by shooting she was caught in the crossfire. she was hit in the left lake. she is expected to survive she was hit the left-wide. she is right now, at the oakland hospital. she was hit in the left leg. reggie kumar, kron 4. developing right now. police analyzing video of a dangerous freeway stunt. more on investigation ahead. and we'll hear from a witness. but first, charles clifford gives us a closer look at the dramatic scene. >> reporter: this sideshow happened on saturday afternoon in the northbound lanes of 880, maybe half a mile south of the oakland coliseum. now we've found two video clips on youtube that give us really clear views... from different angles. this is video apparently taken by someone who got stuck in traffic behind the sideshow. you can see people getting out of their vehicles and walking up to see what's going on. now there are about 6 cars involved here, it's a little hard to tell through all the smoke. but all of them

are spinning dougnuts and leaving tire tracks across the entire roadway. and they come really close to hitting one another. there are also several people off to the side of the road who appear to be video taping the whole thing. also, it looks like someone is sitting in the back seat of this white convertible, holding what looks like a camera phone up in the air. now, here's more video taken by someone driving southbound on 880. from this angle you can actually get a really good look at each of these cars. from this angle we also get see all the people who are out shooting video with their cell phones. one guy is standing on a car hood using what looks like an ipad. now these videos show that least a minute and a half. in the newsroom, charles >> our team coverage continues now. kron4's haaziq madyun shows us. how police are using the video to hunt down the drivers. >> reporter: using these youtube videostrying to determine the license platesthe makes the modelsfocusing on distinct features like these orange

estacio. >> reporter: eye witness, karen greigo says when she realized the smoke on the freeway was not an accident but a side show, she got scared. as the cars sped dangerously out of control. >> where you concerned someone was going to get hurt? >> hurt? i was concerned, that i was going to get hurt? i >> was fearful they were going to hit the wall and come over on our side. if they lost control, they would have crashed right into the crowd. greigo who didn't want to go on camera says she had her camera with her because she and a girlfriend had just trip on treasure island. >> right in the middle of the afternoon, it was just crazy. we could hear sirens coming. greigo also says she is glad the chp is investigating >> i am glad, they can have my video and enhance. >> it is just bad, concerned for families bad example, concerned they would copy them.

blue skies, i'm here in the kron-4 weather center with jaqueline bennet. neighbors came by with >> a bit breezy that could change for the next couple of days. temperatures in the upper 50s even 60s in some locations. 58 in napa, 57 in antioch 87 plat pleasanton. as we take a look at our current wind speeds. 17 mph, sustained. half moon bay. gusts even stronger. 13 concord it is going to stay stronger. as we see we do have a clear skies with some cloud coverage from the north. it will stay dry however, with the high

pressure building in. and we will start to see some warmer conditions. breezy, but somewhat cooler temperatures overnight and tomorrow. so they just a bit warmer that trend will also be on wednesday how warm it is going to be this week. >> catherine: developing right nowdeveloping right now -- we're getting a better idea of the strategy being considered for immigration reform. a group of bipartisan lawmakers revealed their plan today.that would affect roughly 11-million illegal immigrants in the u.s. it comes one day before the president's plan is a group of senators got a jump on the president by laying out a point-by-point, bipartisan program for immigration reform the day before he unveils his long- awaited plan in las vegas. >> "we still have a long way to go but this bipartisan blueprint is a major >> reporter: it could be a big step after years of deep divisions between democrats and republicans.

>> "we do not want immigration as a wedge issue, must rather, we want a bipartisan bill that solves the problem and becomes law." >> reporter: it would include four key provisions: a tough but fair path to citizenship for people now in this country illegally, after steps are taken to bolster border security. revamping the current legal immigration system, by, among other things, attaching green cards to math, engineering and technology. hire undocumented workers creating a guest worker program for jobs americans are unable or unwilling to fill. >> "it's not beneficial for our country to have these people here hidden in the shadows. lets create a system to bring them forward." >> reporter: despite the bipartisan effort, the proposal has its critics. conservative groups say it's an amnesty plan for undocumented immigrants. the white house is optimistic. >> "it's happening because a consensus is developing in

>> pam: the suggestion by the mayor of san francisco that businesses not to sell hard alcohol during the superbowl, has some bar and restaurant owners on the offensive. kron 4's maureen kelly >> reporter: the idea that watering holes should only serve.beer and winebut not spirts during the big game is being called ridiculous and unneccesary by the american beverage institutea dc based trade group that represents restaurants.. in a statement monday they wrote our restaurant members require servers to undergo specific alcohol training to prevent the over-serving of intoxicated customers.instead of banning or restricting sales, the city of san francisco should focus on promoting responsible drinking among its residents.

but one place is relishing the teams success this year in particular -- santa clara. some fans there say santa clara is fast- becoming the team's one true home. kron 4's rob fladeboe has more on the spreading 49ers fever. >> 49ers pride >> reporter: meet leroy afanador, a longtime 49er fan bursting with pride that both he and his beloved 49ers have something in common these days, namely, their hometown. >> goal 49ers all the time every time i go somewhere it is co 49ers, go colin kaepernick. >> reporter: now, not everybody see's it that way, at least not yet. a sign here outside the 49ers new stadium says the billion- dollar project is the future home of the san francisco 49ers. but former city councilman kevin moore, who helped land the stadium by writing to the 49ers' john york ten years ago, would beg to differ. >> we can see what is

upper kitties for the east bayshore. and 50s-for the eastern bayshore--a look at your extended forecast with not much changing. wednesday, thursday, friday, temperatures will be in the low-and mid-60s even upper 60s by thursday. it will cool down with the chance of showers for the weekend. >> catherine: a developing story. the boy scouts of america is considering a dramatic policy change. it might get rid of the policy to keep out gays as leaders and scout members. it would be a big reversal.since just 6 months ago, the boy scouts reaffirmed the policy of banning gay members. under the change being considered - the different religious and civic groups that sponsor scout units would be able to decide for themselves how to deal with this. there have been years of protest over the policy.and some corporations have suspended donations.

minors. the first funerals began today. in the grief-stricken town of santa maria, brazil. investigators think they know what caused the fire. and they've detained four people to get more answers. the band that had been performing here at the kiss nightclub used pyrotechnics.which may have ignited insulation in the ceiling. a guitarist who was in the band says that when the fire began - a guard handed the group a fire extinguisher - but it didn't work. now - two band members have been detained for questioning. along with one or two of the club owners. the club was packed when the fire broke out - about two thousand people --- way over capacity. one of the survivors talked today about trying to get out. >> when i was trying to get out steps stopped me and i was yelling " fire " fire " to but they did not realize

that there was a fire they thought that it was part of the celebration. >> catherine: this fire reminds a lot of people of a 2003 nightclub fire in those island that killed 100 people. it was also sparked by pyrotechnics. >> i cannot believe the people i've done that again in a crowded nightclub. with a stampeding its. >> catherine: mourners crowded the streets monday - in what will be hundreds of funeral processions in southern brazil. families have been claiming the remains of victims. and brazil began what will be three days of national mourning. >> the white house is keeping up the pressure on congress to pass tough new gun laws. today the president met with law enforcement leaders. those guests were were all from communities which have suffered from recent mass shootings. including police chiefs from aurora colorado.and newtown connecticut. the president says he needs their help.and sounded optimistic. tra
